You have cm's and m's: 52.5 m = 52*100 cm because there are 100 cm in a m. 5250 cm. Best convert to cm; numbers easier to handle than converting to m. Then put the larger number over the smaller number. 5250 / 3.5 = 1500.
So the ratio is 1:1500.

If 52.5 METERS = 3.5 CM then the scale is 1:1500
1cm = 1500cm (15m)
Therefore 3.5cm = 5250cm (52.50m)
When working out a scale ratio you have to get the units the same on both sides.
