You are unlikely to get a response from a VB agent on this as they seem to frown upon making a recommendation of this type.
I use Hostgator, and it fits my needs nicely.
Comparison shopping is a must, look at the fine print, just because a place says "unlimited" bandwidth and so on doesn't mean that the host is the best one, pay attention to CPU load as most places I've dealt with that promise unlimited anything but a low ceiling on CPU usage.

Once you have acquired a domain, web host, and vBulletin, all you need to do is upload the files with your FTP. It's actually very simple, mostly drag-and-drop. The manual will tell you exactly what you need to do, so make sure you follow it carefully. If you don't understand any of it, you'll be able to ask for assistance via the support-ticket system or these forums. :)
Absolutely nothing else is required, because once you do everything in the manual, you to to a specific part of your domain (described in the manual) and it's a click-through installation. After it's complete, you'll see a vBulletin board where you installed it. From there you can login and begin setting up your categories, forums, etc.
If you wish to include a home page, you can even use something like vBAdvanced, which is also very easy to setup. It's not necessary, though.
